If Russia was really serious about domination, they would have enforced internal discipline to avoid waste through corruption in military spending. The Ukraine war was an embarrassing fail because nothing is really functional. The officers steal everything even when it’s bolted down. The US meanwhile spent trillions of taxpayer money on the “War against Terrorism” of which a significant part diappeared into the private pockets of individuals through overcharging and fraud. The US military stays functional despite the corruption, but this is not the behavior you would expect from a superpower that is facing the combined threat of Russia and China.
